Background:
Roberto Salvador Scaringella was born May 28, 1940 in São
Paulo, Brazil. He was a civil engineer who graduated from
Escola Politecnica da Universidade de São Paulo, Brazil
in 1965. He also received a journalism degree from Fundação
Casper Libero, São Paulo, Brazil in 1986.
Professional
Experience:
Mr. Scaringella began his professional career in 1966 as a
consultant in the area of transportation and traffic safety.
In 1968 he became technical advisor to Companhia do Metropolitano
de São Paulo METRO (São Paulo Subway Company).
He was named advisor to the Traffic and Transportation Planning
Area in 1971. In 1973 he assumed the directorship to the Departmento
de Operaçöes do Sistema Viario-DSV (traffic system
operations department), São Paulo. During 1973-74 he
served as a consultant to Secretaria de Planejamento e Coordenação
Genal da Presidência da República (General Coordination
and Planning Secretariat of Republic Presidency) where he
designed a national urban transportation program. In 1974
he was a special advisor on urban transportation for the Transportation
Ministry. In 1975-76 he served as planning director to METRO;
in 1975-83 he returned to DSV as a director. During this same
period he created the Companhia de Engenharia de Träfego-CET
(traffic engineering company) and became its first president.
He placed into practice many programs in the traffic safety
area. From 1983-86 he served as technical director for the
campus of São Paulo University. He was appointed secretary
to the Secretaria dos Transportes do Municipio de São
Paulo (São Paulo Municipal Transportation Secretariat)
in 1986, and during that time was president at CET. He served
as president to Conselho Nacional de Trânsito CONTRAN
(National Traffic Council), the most important entity in the
national traffic system of Brazil from 1987-90. He marked
his administration with many programs in the traffic safety
area. From 1989-91 he acted as counsellor to AEA-Associação
Brasileira Automotiva (Brazilian Automotive Association).
Mr. Scaringella acted as superintendent director to the Instituto
Nacional de Segurança no Trânsito-INST (National
Traffic Safety Institute), a private non-profit entity, having
coordinated, among other projects, a plan to improve safety
on the roads of Brazil. During his professional life he lectured
at various Brazilian universities and made presentations at
conferences in Brazil, France, Spain, and the United States.
Career
Highlights:
When Mr. Scaringella was responsible for the traffic administration
of São Paulo (9.5 million population) the traffic death
rate for each 10,000 vehicles was reduced to 10.4, down from
25.8. Among his many accomplishments was the implementation
of the largest downtown pedestrian area in Brazil and the
creation of the Traffic Training and Education Center. He
developed a Traffic Information Center and introduced the
first specialized technical publications, considered as technical
references for the country. The creation of the CET represented
a great advance for the city of São Paulo. During the
period which he served as president to CONTRAN, he was responsible
for the adoption of several measures directed to improve traffic
safety in the country as the implementation of the National
Traffic Safety Program, which included the mandatory use of
safety belts. Defense of traffic safety questions on the Brazilian
Constitution in 1988 created "The Brazilian Traffic Safety
Year" in 1989.
